Non-compliance on filing annual tax returns with Kenya Revenue Authority (KRA) going forward will cause your PIN to be frozen. With a frozen PIN, you cannot renew passport or buy or sell land. To unfreeze your PIN, you will have to pay hefty penalty.
Even if you have not worked in Kenya, the law require you file returns albeit zero, failure to which a monetary penalty is assessed. Getting a passport or Title Deed is hard enough, having first to be cleared by KRA because of frozen PIN will make it nightmare.
